Administrator Search Committee Meeting Minutes of February 17, 2022

 

The MetroWest Regional Transit Authority (MWRTA) Administrator Search Committee met on Thursday, February 17, 2022, at 11:00 A.M.  at the call of Joseph Nolan, Advisory Board Chair/Wayland. Due to the continuing COVID-19 Pandemic, the meeting was held virtually, with Committee members and the public provided access via Zoom.

Administrator Search Committee members present were: Ed Burman/Ashland, Debra Galloway/Sudbury, Ray Ledoux, Joseph Nolan/Wayland, Paul Spooner/MetroWest Center for Independent Living (MWCIL). 

Also participating: Ed Carr/ Administrator, Patrick Moynihan/General Counsel, Linda Murtagh/Human Resources Manager.

Call to Order: 

The meeting was called to order by Advisory Board Chairman Nolan.

Mr. Nolan clarified the difference between the Search Committee and the Advisory Board, stating that no board business is to be discussed at Search Committee meetings. Mr. Moynihan then expanded on Mr. Nolan’s statement.

Public Questions/Comments: 

Mr. Nolan requested any public comments from the audience. No public comments were presented.

Committee and Staff Introductions:

All present were introduced.

Selection of Committee Chair:

A motion was made by Mr. Nolan: To elect Mr. Ledoux chair of the Selection Committee. Second by Ms. Galloway. The vote was unamious.

Review and Approval of Consultant Services Description:

With Mr. Ledoux presiding, the Committee discussed the timeline of the Administrator search, presuming Mr. Carr retires on or around June 30, 2022.

The conversation continued regarding the description and expectations of the consultant conducting the search.

A motion was made by Mr. Burman: To approve the job description as presented. Second by Mr. Nolan. The vote was unanimous.  

Discussion of Consultant Selection Process and Timeline:

The Committee agreed that the request for proposals would be released Friday, February 18, 2022, with a deadline of March 4, 2022. The Committee will meet again on March 10, 2022 at which time the top three recruiters will then be interviewed. It is anticipated that the Committee will select a recruiter at that time and advance its selection to the full Advisory Board for ratification.

Discussion of Administrator Search Process and Timeline: 

Mr. Ledoux, discussed his prior experience and also what will be expected of the consultant and advisory board in the process. Mr. Ledoux recommends a two week meeting schedule in order to review updates, interview candidates, etc. Early on Tuesdays was suggested for meetings going forward. Discussion ensued, and it was determined that Tuesdays at 11:00 A.M. works well for everyone.

Mr Ledoux also mentioned that the Committee will give the consultant a timeline for deliverables in order to ensure schedule adherence and timely preparation by both the Committee and the consultant for future open meetings.

Mr. Ledoux also volunteered his assistance beyond attending meetings.

Mr. Ledoux commented that there is another regional transit authority that is seeking an administrator within the same timeframe as this Committee.

Adjournment :

A motion was made by Mr. Nolan:  To adjourn the meeting.  Second Mr. Burman.

The vote was unanimous.
